Measuring effort in Service Organisations

A service organization hires people to do work for an objective. The output is measured but not the effort. However, people are paid for their effort during a period of time (hour, day, week, month, year). Any wastage in the utilisation of the individual's time impacts all the work resources given to that individual. A more controlled utilisation of the people capacity leads to better control in the entire resource utilization.
